The Council of Ministers repealed Decision № 250 of 2012 for repealing the Decision №259 of 2005 for designation of the energy site “Belene NPP” as a site of national significance and of the Council of Ministers Decision № 260 of 2005 to build a nuclear power plant on the Belene site.
The present act of the government was drafted in connection with the decision of the National Assembly of the Republic of Bulgaria, taken on 07.06.2018, to resume the efforts for the construction of Belene NPP together with a strategic investor on a market principle and without providing state guarantee by separating the assets and liabilities of the Belene NPP project into a separate project company. This was reported by the government information service.
The Council of Ministers instructed the Minister of Energy to resume the search for opportunities for construction of Belene NPP together with a strategic investor, on a market principle (without mandatory energy purchase contracts, without preferential prices, without contracts for difference, without corporate guarantees and / or other non-market mechanisms to guarantee the investment) and without granting a state guarantee, by separating the assets and liabilities of the project into a separate project company.
The Energy Minister is expected to organize, coordinate and control negotiations with potential investors and equipment manufacturers. The Minister should develop a procedure for the selection of a strategic investor and propose possibilities for structuring the project by 31.10.2018, as well as periodically informing the Council of Ministers and the National Assembly about the actions taken and the concrete results of the negotiations.
