Parliament adopted a declaration on Northern Macedonia and Albania. 129 MPs voted in favor, 4 against, and 1 abstained. MPs supported the editorial amendment of NFSB leader Valeri Simeonov in a declaration to restore Bulgaria’s military cemeteries in Macedonia. The draft declaration was submitted on October 9th and was signed by almost all parliamentary forces.
The terms of the declaration are that Bulgaria maintains its consistent support for launching a start of the EU joining process for Northern Macedonia and Albania with the start of negotiations on both sides.
The draft document states that the Bulgarian Parliament will continue to monitor the progress of the implementation of the Friendship, Neighborhood and Cooperation Treaty between Bulgaria and Macedonia, as well as the implementation of the Albanian Minorities Act. Through the declaration, the National Assembly calls on the officials of the Republic of Northern Macedonia to implement effectively, without delay and goodwill, the Treaty of Friendship, Neighborhood and Cooperation of 2017, to adhere strictly to Art. 8 of the Treaty – to the “objective, authentic and evidence-based historic sources for the scientific interpretation of historic events, to refrain from actions linked to attempts to support and promote claims for recognition of the so-called “Macedonian minority” in Bulgaria, including in international organizations such as the Council of Europe and multilateral formats. The petitioners also propose that Parliament call on Macedonia to end any form of “hate speech” against Bulgaria and citizens of the Republic of Northern Macedonia with Bulgarian consciousness, including in the media, inscriptions on monuments, memorial tablets and more.
The texts also urged the officials of the Republic of Albania to adopt secondary legislation on the implementation of the Minorities Act, to guarantee to the right of the Bulgarian national minority to study literary Bulgarian language as their native language, to translate the population census, according to the highest European standards.
With its declaration, the 44th Parliament also calls on the current and each subsequent government and all Bulgarian institutions to closely monitor the fulfillment of the terms of this declaration during the negotiation process with the Republic of Northern Macedonia and the Republic of Albania. Under these conditions, the 44th National Assembly supports the start of EU pre-joining negotiations with the Republic of Northern Macedonia and the Republic of Albania.
